incarcerated, will contain a proposed strategy for future studies
to look at the links between incarcerated youth with disabilities,
quality of special ed services provided, and outcomes for these
youth. This survey is approved under the title, *National Survey to
Determine the Prevalence of Incarcerated Juveniles and Youth with
Disabilities.*

The Office of Correctional Education
is conducting a study to determine the number of incarcerated
juvenile and youthful offenders with disabilities. This study is
being undertaken by the American Institutes for Research. Three
surveys and methodology are being presented for review.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
