Controlled carriers are required to
file certain information with the Commission by section 9 of the
Shipping Act of 1984 (46 U.S.C. App. 1708), as amended by section
108 of the Ocean Shipping Reform Act of 1998. This information
allows the Commission to monitor the activities of controlled
carriers to ensure that they not engage in acts prohibited by
section 9 of the Act; i.e., charge or assess just and unreasonable
rates, etc.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
