clarify the instructions of the FCC 606 so that filers understand
that they generate the Sub-Group Identification Number. As drafted,
this fact is not clear. The FCC has permission to use an edition
date if they state that previous editions are no longer valid.

The Universal Licensing System being
developed by the WTB is driven by applicants' Taxpayer
Identification Number (TIN); for an individual, their Social
Security Number; for other entities, their Employer Identification
Number. Existing licensees are required to register their TINs and
associated call signs with WTB in order to populate ULS and
establish a unique sequential number for each licensee. A licensee
may have multiple licenses under different names and addresses all
covered under the same TIN; they all will be linked to a single
sequential number in ULS.
