This ICR is
approved. Note, however, that most of the record keeping and
reporting requirements associated with this final rule do not go
into effect until after the three-year expiration date of this ICR.
Specifically, only the start-up activities for states and large
surface water systems, and one sixth of the start-up activities for
small surface water systems and ground water systems are included
here. The remaining five sixths of the start-up activities for
groundwater and small surface water systems, and all of the
on-going monitoring, reporting, and record keeping requirements
associated with compliance will not take effect until after this
ICR is renewed in November 2001. EPA should make sure when it
submits the renewal that the burden estimates are consistent with
the assumptions about timing of burden documented in the current
ICR in Exhibits 1 - 11.

The information collection burden
resulting from promulgation of the Stage 1
Disinfectant/Disinfection Byproducts (DBP) Rule in the first 3
years after promulgating involves start-up activi- ties by States
and certain public water systems. These are start-up activities for
monitoring by public water systems, and start-up for implementation
activities by the States. No moni- toring of disinfectants and DBPs
is required in the first 3 years after promulgation. Only
monitoring information will be used by States to maintain oversight
and track compliance with the regulation to ensure protection of
public health.
