This instrument
is approved for use through 11/2001 under the condition that prior
to fielding (and as previously agreed)the VA discusses with OMB its
sampling plan and methodology for describing and understanding
nonresponse bias amongst veteran categories and addresses any
potential concerns with the study's validity and reliability. As a
result, OMB may request that the VA employ different sampling or
survey techniques to minimize the effects of such biases on the
survey findings, in order to maximize the study's utility.

This form will be used to collect
information regarding the Vocational Rehabilitation and Counseling
Service Program from veterans throughout the U.S. who were found
eligible for VR&C services and either discontinued the program
or have been successfully rehabilitated.
