SSA shall analyze the response rates to determine whether they
indeed improved the expected response rate to 77 to 82 percent. SSA
shall provide OMB with this analysis before making a decision to
include these questions in another survey or conducting a full
scale evaluation.

SSA will conduct a pilot study to
obtain information on the factors that motivate individuals to file
for benefits. The purpose is to provide SSA with an appropriate
methodology to conduct a scientific survey to determine the types
and sources of information that disabled and impaired individuals
utilize in making their decisions to apply or not to apply for
benefits. The data will be used to determine the appropriateness
and accuracy of the information provided to potential applicants
and to identify the social networks that provide the
information.
