The Personal Responsibility and Work
Opportunity Reconciliation Act of 1996 provides funding for State
programs to facilitate noncustodial parents' access to and
visitation of their children. Formula grants are provided to each
State and territory. The Act also provides that regulations define
requirements for monitoring, evaluation, and reporting. The data
requirement requires States to provide detailed descriptions of
grant funded local and/or State Access and Visitation Programs and
data on these programs with regard to program participation,
completion, parental satisfaction....
