amended by and consistent with ED's memos to OMB of 2/12/98,
2/13/98, and 2/20/98. In addition, based on ED's methodology
concerning the control group (outlined in the 2/13 memo), ED will
qualify any conclusions from this study with the fact that the
study was not designed and therefore cannot answer the policy
question - how effective is the Crossroads Cafe Program as compared
to in-class ESL instruction with no Crossroads Cafe Program.
Further, in order to increase the utlity of the study, ED has
agreed to provide no more than a $5 remuneration to participants at
the start of the 26 week study and no more than a $15 remuneration
for those that return and participate in the back end of the 26
week study. Other than the two times outlined above, no other
remuneration will be offered to participants during the course of
the study.

This study is designed to provide the
U.S. Department of Education with information on the implementation
of the Crossroads Cafe Project, a distance education model for
delivering English-as-a-Second Language (ESL) services to adult ESL
learners. The study will also provide a pilot test of a design for
an impact evaluation of the Crossroads Cafe Project. Data will be
gathered from approximately 200 adult ESL learners and teachers at
3 State sites, as well as State implementation team members and
technical assistance providers.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
