New
collection (Request for a new OMB Control Number)
The FCC has
proposed a regional planning process for developing requirements
for use of new spectrum to be made available to public safety
organizations throughout the country. The FCC is proposing a
process similar to one used in 1998. Although the projected burden
associated with such an approach is large, the need for wide
participation in such a planning process is important. The FCC
should take steps to ensure the broadest possible participation in
this planning process -- including active participation by Federal,
State and local law enforcement and public safety officials. The
FCC shall ensure that correction worksheets are submitted to update
the burden expected to be incurred by the final planning
process.

In order to satisfy local and regional
needs and preferences, the Commission proposes that regional
planning committees made up of representatives from each public
safety community draft and submit regional plans. These may include
plans for both spectrum reserved for interoperability and spectrum
available for general public safety use. The Commission will use
the information to assign licenses and may also use the information
to determine whether prospective licenses will operate in
compliance with the Commission rules.
