The FCC has
added two additional requirements to the items included in the
First Report and Order in Docket 96-262. OMB extends approval of
the items in that action and also approves the two requirements
added in the Second Report and Order upon Reconsideration --
requiring LECs to provide IXCs with PICCs data and also clarifying
TIC exemptions.

In the First Report and Order, we
require price cap LECs to conduct a cost study to determine the
geographically averaged portion of local switching costs
attributable to certain components of the provision of access and
requires modifications to the existing tariff filings, including
adding rate elements and flat charges. The Second Order on
Reconsideration requires LECs to provide IXCs with
customer-specific information about the PICCs assessed on
presubscribed lines and requires LECs to report the
facilities-based portion of their transport interconnection charge
in their tariff filings.
