amended by ED's memo to OMB of 11/02/97. In addition ED agrees to
the following conditions: 1) In initiating the revised sampling
methodology described in the 11/02 memo, ED will maximize
callbacks, response rate, and completion rate; 2) ED ED will update
OMB on the initial response rate one week after the survey begins;
3) If the response rate is not approximately 80% or higher, the
results of the survey can only be used in the following two ways:
a) internal use (however ED will consider, in any policy or program
decisions based on the results of the survey, the serious risks
involved with basing policy or program decisions on data that lack
statistical validity; b) in response to specific Congressional
inquiries, with the qualification that the data lack statistical
validity; ED may present new arguments to OMB that, if sufficient,
would allow for data to be provided without this
qualification.

This study will determine why students
who initially applied for loan consolidation, subsequently
withdrew. Students will be surveyed regarding their reasons for
dropping out of the loan consolidation process.
On behalf of this Federal agency, I certify that
