As agreed to by the Agency, SAMHSA will use the data derived from
TOPPS to develop a core data set for TOPPS TWO, consistent with
GPRA requirements. SAMHSA will also provide an analysis of how this
project is coordinated with the minimum data set initiative being
undertaken at CSAP, with a particular focus on how these ultimately
may be combined to ensure a coordinated strategy and avoid
duplication. In addition, as part of the contract process, SAMHSA
will build in a mechanism to monitor the progress of the
States.

SAMHSA/CSAT has awarded 14 contracts
to States to develop and test components of outcome monitoring
systems. Eleven of these "Pilot Studies" will collect data on the
status of clients at entry to, discharge from, or at a period
following completion of treatment of guage clients' level of
functioning or change in status; several States will also collect
data on the services received by clients during treatment. CSAT
intends to disseminate findings from these pilot studies, including
experiences of States with implementation of their studies, to
other States interested in developing their own....
