7/28, 7/29, and 7/30. ED has agreed to eliminate the questions in
the survey that duplicate data elements collected in the Local
Partnership Survey (LPS). In addition, ED shall collect more
quantitative data on the out-of-school youth issue than is
currently collected by ED through the proposed qualitative surveys
(see 7/14 ED memo), the LPS, and the National Longitudinal Study of
Youth (NLSY).

The National School-to-Work Office, in
collaboration with States implementing school-to-work, has
established a three-part agenda to develop a performance
measurement system for assessing State and local programs (pursuant
to section 402 of the STWOA of 1994): 1) Building indicator
instruments in collaboration with the States; 2) Building capacity
to execute indicators at the State and local levels; and 3)
Designing a process that will ensure that a performance measurement
system for school-to-work endures after the legislation has
expired. The Progress Measure Survey focuses on four
elements.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
