reinstatements from ETA has increased significantly, ETA shall
submit a plan to OMB by July 25, 1997 that describes efforts to
resolve this problem and timeframes for completion.

Federal and military agencies must
reimburse the Federal Employees Compensation Account for the amount
expended for benefits to former Federal (civilian) employees and
ex-servicemembers. The report informs ETA of the amount to bill
each such agency.
