amended by ED's 4/28/97 memorandum to OMB. ED has indicated that it
is working to reconcile this FFEL form for an economic hardship
deferment with the equivalent form under Direct Lending; the
standard submission for PRA clearance of this form shall report on
progress in this initiative, which shall be concluded prior to the
resubmission of the Direct Lending form in February 1998. As part
of this revision, ED has agreed to make the form more
understandable by providing a table and/or examples for hardship
deferment categories 3-4.

This form is the means by which a
borrower applies for a deferment of repayment of the principal
balance on a loan for reasons of economic hardship and by which the
lender or loan servicer determines whether a borrower is entitled
to the postponement of payments.
On behalf of this Federal agency, I certify that
