1. The Regional
Administrator determines reporting requirements for the NWHI
lobster fishery pursuant to 50 CFR 660.5. If these requirements
differ from those represented in the current Information Collection
Request, NOAA should inform OMB of such differences. 2. NOAA is
encouraged to continue to explore electronic reporting options to
further reduce the burden of daily reporting in all four fisheries
in the southwest region. In particular, OMB recommends that NOAA
consider developing a system such as that used in the Atlantic
Bluefin Tuna fishery that would allow for cellular telephone
reporting of daily catch catch.

Persons participating in federally
managed fisheries in the western Pacific Ocean are required to
provide information about their fishing activities. Logbook reports
are used in stock assessments and fishery evaluations to determine
whether management is working and the impacts of alternative
changes in management measures. Notification requirements are in
place to facilitate placement of observers as needed and to improve
compliance monitoring and enforcement. Experimental fishing reports
are required to determine if the specially permitted fishing is
successful and whether there is broader potential.
