The collection of information is
contained in a proposed rule to implement the Oil Pollution Act of
1990. The Minerals Management Service needs the information to
confirm that applicants can pay for cleanup and damages from oil
spill discharges of more than 1,000 barrels; to determine if the
risk of a lesser amount of an oil spill discharge would warrant a
showing of financial responsibility; to establish eligibility of
applicants for a certification of financial responsibility (COFR);
to prepare a COFR form; and as a reference source for claims
associated with oil pollution from designated offshore
facilities.
On behalf of this Federal agency, I certify that
