The Child Care and Development Plan
serves as the agreement between the grantee (State, territory, and
tribal grantees) and the Federal Government describing how the
programs will operate. The requirement is mandated by statute.
Recent amendments made by title VI of the Personal Responsibility
and Work Opportunity Act of 1996, 42 U.S.C. 9858, necessitate a new
plan which describe activities and services.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
