This collection
is approved for three years provided that the Census Bureau shall
reexamine the current SIC-optimized design to verify or assure
approximate optimization with respect to both SIC and NAICS
categories for the transition period from 1996-1998 Final revised
instruments shall be submitted for the docket before data
collection. As soon as possible within one year, a report examining
the design issues, any changes that may be appropriate, and a
timetable to expedite such changes shall be provided to OMB. To
assure timely PRA action, OMB should be consulted as early as
possible concerning any changes that may improve the quality of
transition data for FRB and DOD analyses with respect to both SIC
and NAICS.

This survey gathers data on plant
capacity from a sample of manufacturing firms in the United States.
The data are used by the Federal Reserve Board, Federal Emergency
Management Agency, International Trade Administration, and the
Department of Defense. Data are used in measuring inflationary
pressures, capital flows, understanding productivity determinants,
and forecasting economic and industrial trends.
