amended by ED's memoranda to OMB of 10/29/96 and 11/7/96. In
addition, ED has agreed to change to word "specimen" to "sample"
for clarity with regard to signatures. ED shall also proceed with
development of joint FFEL/Direct Loan forms as soon as possible, as
many of the responses to SLMA's comments were premised on this new
form. ED shall develop electronic filing alternatives as part of
that consolidation.

These forms will serve as the means of
collecting the information that the Department of Education
requires in order to determine whether a direct loan borrower
qualifies for a loan discharge based on school closure, false
certification of student eligibility, or unauthorized
signature.
