The FCC Order
that implements the ARMIS Access Report (43-04) has a number of
inaccuracies involving process rather than substance issues. For
example, footnote 5 on page 2 references an incorrect OMB control
number for this collection. The reporting procedures were drafted
in 1990 and should be revised to reflect current processes and
requirements, particularly on directions to file. Recommend that
the FCC update these directions and reissue using a FCC Notice.
OMB's address should also be deleted from the Burden
Statement.

The Access Report is needed to
administer our accounting, jurisdictional separations, and access
charge rules and to analyze revenue requirements and rates of
return and to collect financial and operating data from all Tier 1
local exchange carriers.
