Approved through
Sept. 1997 to allow for public comment on the information
collection provisions contained in this regulation under the
procedures of the Paperwork Reduction Act of 1995. Given the burden
imposed by this regulation, DOL will solicit comment on ways that
the information collection provisions could be revised or
implemented differently to reduce burden while still achieving the
purposes of the rule. As required by the PRA 1995, DOL will include
a summary of public comments received as part of the record
supporting its request for OMB clearance. As indicated in OSHA's
May report, "The New OSHA," the agency will undertake a general
consolidation of duplicative elements across current health
standards. This consolidation will include provisions for training
programs, maintenance of records, monitoring of risk exposure, and
medical surveillance. Finally, as noted in the correspondence of
September 20, OSHA will determine the inspection costs for this
collection prior to the next submission.

The standard requires employers to
identify and notify persons of the presence of asbestos in the work
site. under certain circum- stances employers must notify the
agency prior to using new or modified control technology. The
standard also requires employers to train employees on the hazards
of asbestos, monitor exposure and maintain medical and other
records to ensure employees are not being harmed by asbestos
exposure.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
