Abstract: Title 21 CFR 1303.21 requires registered bulk manufacturers who wish to manufacture controlled substances in Schedule I or II to apply on a DEA form 189 for an individual manufacturing quota in order to limit the extent of manufacture. The information collected is used for establishing the individual manufacturing quotas and controlling manufacture thereof.
