This collection
is approved provided that ACF submits to OMB an analysis on program
attrition since establishing the baseline, including a complete
distribution of attrition rates by site and by year, reasons for
dropoff, and the anticipated impact of losses on the overall study.
While the current attrition rates are within reason to ensure
utility, OMB is concerned that program dropoff during the next two
years may exceed a reasonable level and result in distortions in
the underlying sample. ACF shall undertake all efforts to maximize
response rates in both cohorts 1 and 2.

THE NATIONAL HEAD START/PUBLIC SCHOOL
EARLY CHILDHOOD TRANSITION DEMONSTRATION PROJECT ADDRESSES THE
EFFECTIVENESS OF PROVIDING COMPREHENSIVE, CONTINUOUS, AND
COORDINATED SERVICES TO HEAD START FAMILIES AND CHILDREN.
INFORMATION IS CRITICAL TO EVALUATE THIS 32-SITE TRIAL OF THE
PROGRAM AND TO INFORM PUBLIC POLICY AND PRACTITIONERS ABOUT
