is approved on a one-time basis. In the future, if ED continues to
need accurate and comprehensive data of this nature, ED should
either revise the annual evaluations to collect such information
(through regulations if necessary), or ED may collect the
information through program monitoring as it has suggested.
However, if ED collects the data through monitoring, the Department
must still come through OMB for clearance and account for the
burden placed on grantees to report the informa- tion, assuming the
information collected is uniform. Also, if ED collects the
information through both annual evaluations and monitoring, ED must
ensure that it is collecting the least amount of information
possible to ensure program accountability and that the information
collected through both reporting mechanisms is not
duplicative.
