THE ADOPTED AMENDMENTS TO RULE 10B-10
UNDER THE SECURITIES AND EXCHANG ACT OF 1934 WILL REQUIRE BROKERS
AND DEALERS TO PROVIDE CUSTOMERS IMMEDIATE WRITTEN NOTIFICATION OF
INFORMATION RELEVANT TO THEIR SECURITIES TRANSACTIONS. THE
AMENDMENTS ARE NEEDED TO PROTECT INVESTO SO THAT THEY CAN BETTER
REVIEW THE TRANSACTION COSTS ASSOCIATED WITH THEIR SECURITIES
TRANSACTIONS. THE RULE APPLIES TO ALL BROKER-DEALERS AFFECTING
TRANSACTIONS FOR A CUSTOMER.

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
