Terms of Clearance: Approved as amended by DOL's memoranda to OMB of 10/3/94 and 10/17/94. See OMB #1820-0043, action dated 10/21/94, for terms of clearance and correspondence. In addition, ED's use of the PASS instrument in conjunction with this form makes that instrument subject to the PRA. ED shall include the OMB number and expiration date on copies of the instrument which it distributes as part of the national field test. W note that a similar field test conducted in 1991-92 was not approved under the PRA, and thus was conducted in violation of that Act. In th next request for clearance of this form, ED will report on results of the field test findings, and recommend whether the PASS or a similar instrument could be used at a national level to correlate educational placements and outcomes for students with disabilities.
