THESE REGULATIONS ARE NEEDED TO
IMPLEMENT PROVISIONS IN THE HIGHER EDUCATION AMENDMENTS OF 1992.
THESE REGULATIONS PROVIDE FOR STRONGER OVERSIGHT OVER INSTITUTIONS
AND THIRD-PARTY SERVICES AS NECESSARY TO ENSURE FOR THE CONTINUED
INTEGRITY OF THE TITLE IV, HEA, PROGRAMS.
On behalf of this Federal agency, I certify that
