amended by ED's 6/9/94 memorandum to OMB that addressed issues
raised by public comments on this information collection reques and
by ED's 6/27 memorandum addressing additional issues raised by OMB
ED has agreed to revise the burden estimate on the application
cover page to reflect estimated burden that States would incur in
completing their application for funds. ED shall also correct the
typographical errors that appears in the application instructions
by moving the phra "a plan to" so that it immediately follows the
clause "The Secretary m submit". ED has indicated that it will
coordinate SPREs during the development of State standards; ED
shall continue this and other effor to minimize institutional
burden in the implementation of the SPRP regulatory provisions that
contain information collection requirements

THIS COLLECTION OF INFORMATION IS
NECESSARY TO INITIATE A PROGRAM THAT WILL PROVIDE STATE OVERSIGHT
OF INSTITUTIONS PARTICIPATING IN TITLE IV, HEA PROGRAM. THE
SECRETARY NEEDS THIS INFORMATION TO AUTHORIZE INDIVIDUAL STATE
PARTICIPATION. THIS NOTICE IMPOSES A BURDEN ON BOTH THE STATES AND
THE FEDERAL GOVERNMENT.
