amended by ED's 7/5/94 memorandum to OMB. ED has agreed that data
collected from the site visits will not be representative of the
experiences with performance standards in all States; this
information will be used for examples to illustrate and provide
State- specific detail for the findings from the mail survey of all
States. addition, ED shall correct an error in revised Q. 13 of the
Secondary survey and revised Q. 7 of the Postsecondary survey: the
parenthetica clause should read "(or when will they be
approved)".

THE SURVEYS OF STATE DIRECTORS OF
SECONDARY AND POSTSECONDARY VOCATIONAL EDUCATION ARE NEEDED TO
COLLECT DATA ON PERFORMANCE SYSTEMS DEVELOPED BY THE STATES IN
RESPONSE TO THE REQUIREMENTS IN THE CARL D. PERKINS ACT (P.L.
101-392). DATA FROM THIS COLLECTION WILL BE USED TO REPORT TO THE
CONGRESS ON THE DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF
PERFORMANCE SYSTEMS.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
