SERVICE HAS REQUIRED INDIVIDUALS SEEKING TO DEVELOP THEIR MINERAL
RIGHTS TO SUBMIT INFORMATION TO THE SERVICE THAT DETAILS THEIR
DEVELOPMENT PLANS AND MEASURES TO BE TAKEN TO MINIMIZE IMPACTS TO
PARK RESOURCES AND VALUES. RECEIPT AND EVALUATION OF THIS
INFORMATION IS ESSENTIAL TO THE DISCHARGE OF THE SERVICE'S
CONGRESSIONAL MANDATES.
