Terms of Clearance: Approved as amended by ED's memoranda to OMB of 4/21/93, 5/12/93, 6/11/93, and 6/25/93. OMB notes that ED made certain pieces of information available to eligible State applicants regarding this application prior to OMB action and without a valid OMB control number OMB will note this violation of the Paperwork Reduction Act in its annual report on the Act, and ED has committed to instituting procedur to ensure that the problem does not occur in the future. In addition, ED has agreed to make the following revisions: -- Data on State recruitment and selection of certain underrepresented groups shall not be collected as part of the State application to ED. Rather, ED shall indicate these statutory and regulatory requirements States on the application, and shall collect information to assessthe requirements on the performance report. ED shall submit that reportfo PRA review at the appropriate time. -- ED shall clarify, on the application checklist, that States should ensure that they describe the type and composition of the selection panel, as required by statute and regulations.

Abstract: THE PAUL DOUGLAS TEACHER SCHOLARSHIP PROGRAM USES FEDERAL FUNDS TO PROVIDE COLLEGE SCHOLARSHIPS TO OUTSTANDING HIGH SCHOOL STUDENTS TO ENABLE THEM TO PURSUE TEACHING CAREERS AT THE PRESCHOOL, ELEMENTARY, O SECONDARY SCHOOL LEVEL. THIS ONE-TIME APPLICATION INFORMATION REQUEST IS USED TO OBTAIN FROM STATE AGENCIES INFORMATION THE DEPARTMENT OF EDUCATION NEEDS TO OBLIGATE PROGRAM FUNDS AND FOR PROGRAM MANAGEMENT.
