In addition, ED has agreed to the following conditions: --
Beginning with the next program year, these basic pieces of
information shall be collected directly from Title VII, Parts A and
C projects on an annual basis. OBEMLA shall implement a transition
of year-end reports, with a goal of including this information
through reports similar to those now used in the Development
Bilingual program (OMB #1885-0523). -- Collection of information
through this survey is expected to negate the need to collect the
same information through annual performance reports required under
EDGAR (34 CFR 74.82 -- OBEMLA currently implements this provision
through non-competing continuation applications). -- Within the
next year, ED shall develop a plan for data collection in Title VII
that encompasses data needed for grant selection, monitoring,
compliance, management, and evaluation in Parts A and C programs.
This plan shall identify the sources, time frames, and uses for
data collection, and shall recommend an implementation schedule wi
time frames for new or revised data collection instruments. --
Last, ED indicates that it will collect information from grantees
with grants covering more than one school district. Accordingly, ED
shall revise references from "district" to "district(s)" as
appropriat
