amended by ED's 5/14/93 memorandum to OMB. OMB concurs wi ED's
position that collecting changes in FTE enrollment over time woul
introduce significant burden without a significant change in
awards, i implemented as part of the application package. However,
OMB continue to support efforts to develop evaluation proposals for
this program, i order to assess various investment strategies and
their impact on institutional endowments over time; examining
endowment per FTE would appropriate as part of that evaluation
effort. OMB endorses continued discussions between ED's program and
evaluation office to develop such a program study, a plan for which
will be presented prior to or in the context of the next clearance
request for this package.
