Terms of Clearance: Approved as amended by ED's memoranda to OMB of 2/19/93 and 3/12/93. In addition, we note that the broad definition of "Content-ESL" may limit comparability across programs responding to this survey. ED has agreed to analyze different types of ESL/bilingual programs separately through collecting more detailed information about program design, which will increase comparability and utility of the data.
