This survey
effort is approved for use through 4/93 with the following caveats
and conditions: OMB believes this effort is exploratory and
experimental. Its primary contribution will be an improved
understanding of the feasibility of reliance on AIDS and drug
treatment outreach groups to collect sensitive data on drug abuse
patterns and related business practices. This data will be
exceptionally useful in providing a bas for further demographic
research pertaining to "difficult to reach" and "hard core"
substance abusers. OMB reiterates, however, that this collection
effort at best may provide descriptive case studies of specific
drug abusers, and will not provide data that can be used to project
trends to a well defined, demographic population on a nation o
city-wide level. Because this sample is not random and probability-
based and field recruitment techniques will vary by circumstance,
significant bias will be introduced by those respondents who are
located, volunteered to participate, and who are physically and
mental capable of completing the effort. Understanding the
characteristics o response and non response will be crucial to
evaluating response validity, whether respondents reflect "hard
core" drug abusers, and th appropriate intervention policies, i.e.
drug prevention, treatment, or law enforcement. (Remarks continued

THE NATIONAL INSTITUTE ON DRUG ABUSE
(NIDA) WILL UNDERTAKE A SURVEY OF CHRONIC HEROIN, COCAINE, AND
CRACK USERS TO DETERMINE THEIR PROCUREMENT HABITS, EXPENDITURES FOR
DRUGS, AND MEANS OF SUPPORTING HABITS. THE SURVEY WILL BE CONDUCTED
AT THE REQUEST OF THE OFFICE OF NATIONAL DRUG CONTROL
POLICY.
