SECTION 10(B) OF THE SHIPPING ACT OF
1984 PROVIDES THAT COMMON CARRIER BY WATER IN THE U.S. FOREIGN
COMMERCE SHALL COLLECT RATES SHOWN IN THE TARIFFS OR SERVICE
CONTRACTS. SECTION 15(B) OF THE 1984 ACT MANDATES THAT THE CEO OF
EVERY COMMON CARRIER FILE A PERIODIC ANNUAL WRITTEN ANTI-REBATE
CERTIFICATION. OTHER PARTIES MAY BE REQUIRED TO FILE AT T
