OMB continues to have reservation about the design of the project,
i.e the proposed study does not control for exogenous variation
among site and cases using different GAL models. Furthermore, OMB
is not convinced that a greater degree of such variables as
"extensiveness of legal advocacy" translate into procedur
effectiveness. ACF shall explicitly state in any reports of the
data obtained through this study that such data in no way describes
client outcomes. In addition, since the evaluation design does not
support comparisons of child outcomes, any reports....REMARKS

IN 1988, CONGRESS REQUIRED THAT A
STUDY OF THE GUARDIAN-AD-LITEM (GAL) PROGRAM IN CHILD WELFARE BE
CONDUCTED. THE PURPOSE IS TO DETERMINE HO LEGAL REPRESENTATION IS
PROVIDED TO CHILDREN AND TO EVALUATE THE PROCEDURAL EFFECTIVENESS
OF GALS.
