In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection request is not approved at the proposed stage. OMB is
concerned that BLM Forms 3600-4 and 3600-5 may contain overly
burdensome and possibly confusing instructions regarding payment
sched ules. OMB suggests that BLM review these forms to ensure that
they ha practical utility and are the least burdensome necessary,
especially given BLM's proposed change to contract renewals. In the
final ICR submission, BLM shall provide specific justification
regarding the use of these forms to determine the payment process
during the contract renewal process. When the information
collection contained in the fin rule is submitted for PRA review,
the BLM shall place the OMB comment number 1004-0103 in item 20 on
the SF 83.
