This instrument design will not provide information on the
underlying causes for recent increases in disability appplications
because there is no baseline for previous applications.
Consequently, SSA may not cite these survey results in order to
explain these increases. This survey will, however, provide a
snapshot of who is applying and why, and could be used to
illustrate the motivations behind individual applications. SSA has
agreed to provide copies of any reports from this survey.
