agreed to meet the following terms: -- The longitudinal analysis
will be based primarily on changes at the individual level. Changes
in the aggregate shall be monitored onl with the inclusion of an
annual bias estimate, to determine the impact of sample attrition
on the composition and characteristics of students -- ED shall add
a set of student survey questions to address research question 4,
regarding the effectiveness of different program elements
preventing or delaying onset of drug use. -- ED shall include a
time estimate at the beginning of its student survey and interview
guides. -- ED shall revise Q. A-5e to read, "American Indian or
Alaskan Native -- ED shall revise the "definition of drugs" in
Section B to exclude occassional sips of an alcoholic beverage that
parents allow. -- ED shall add a question about the impact of
advertisements on students in Section E. -- ED shall add 7th and
8th grade students to their base-year sample, shall provide
sufficient evidence to justify the exclusion of 7th and 8th
graders.

STUDY WILL COLLECT LONGITUDINAL
PREVALENCE DATA ON RATE OF ONSET OF ALCOHOL, TOBACCO, AND DRUG USE
WITH A COHORT OF 5TH AND 6TH GRADERS IN ORDER TO EXAMINE THE
EFFECTIVENESS OF COMPREHENSIVE SCHOOL-BASED DRUG PROGRAMS.
