This collection
of information is approved in part through June of 199 However, EPA
has failed to demonstrate that weekly records of leak detection and
repair represent the least burdensome approach necessary to attain
the goals of the standard (see 5 CFR 1320.4). Therefore, this
recordkeeping is not approved. In addition, the Agency has faile to
demonstrate that five year record retention is either the least
burdensome approach or that such a requirement has any practical
utility. This requirement excees the guidelines of the PRA
regulation (see 5 CFR 1320.6(f)) and is not approved. OMB suggests
records be maintained at the source for a period of two years. EPA
may not require submission of any data covered by this information
collection request prior to the effective date of the final rule.
EPA must submit a new ICR if the paperwork burdens of the final
rule are materially or substantially changed from this ICR. If no
change is made, an ICW with the approved burden hours must be
submitted to OMB for action.
