In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection request is approved for use through April 1994. In a
recently published proposed rule, OSM is requesting comments on an
appropriate threshold for reporting owners and/or purchasers of coa
from a given permit. OSM has suggested a threshold of 10% ownership
(or purchase) for reporting on Form OSM-1. In analyzing an
appropriat threshold, the benefits of the information should be
compared to the costs of collecting it. If OSM chooses to resubmit
this ICR, they sha amend this ICR to reflect the threshold
determined in the final rule- making.
