document after submitting it for review under the Paperwork
Reduction Act, delivering these changes to OMB on the 90th day of
the review period. This late delivery does not allow proper
implementatio of the review process. ED may resubmit the package
for PRA review, wi the revisions, to assure that the IPS clearance
does not expire.
