this information collection request, under the condition that ED
responds sufficiently to public comments received by OMB (attached)
regarding paperwork provisions in the underlying propos rule. This
response should be made in the analysis of comments sectio of the
preamble to the campus-based final rule. ED should also seek n OMB
clearance for any revised paperwork provisions. Specifically, ED
should address the following public comments: o In 674.33(c)(2), ED
should justify or revise the requirement that institutions may
extend a borrower's repayment period only if that borrower meets
the "low-income individual" definition. This requireme reduces the
flexibility of institutions to use their discretion in extending
repayment on a case-by-case basis. In addition, ED should state
clearly, or justify otherwise, that once a borrower no longer
qualifies for extended repayment due to low-income status, the
origina length and monthly repayment schedule should be used
(674.33(c)(2)(iv) o In 676.14, ED should justify or revise the
level at which institutions must report overawards, proposed to
change from $200 to $25, measuring expected budgetary savings
against increased administrative complexity that could be
introduced at the $25 level. should also consider whether the
Federal share that triggers SEOG referrals must be determined by
the institution, and whether S Pell Grant referrals may be made on
the same form to re
