memoranda to OMB of 12/17/90 and 12/26/90. In addition, should meet
the following terms: o OMB notes the limitations of this
descriptive study, and ED should not use the information obtained
here to draw substantive policy conclusions for the Family English
Literacy Program. As the study collects baseline, descriptive data
only, its results should be analyz accordingly. o OMB invokes our
authority under Paperwork Reduction Act Sections 3504(b) and
3506(c) to mandate a general program review regarding information
resource management for this program specifically, and OBEMLA
generally, in terms of data requirements and evaluation activities.
This effort will complement the general discussions of survey
procedures in OBEMLA that OMB and ED have begun.

CHARACTERISTERICS THAT LEAD TO INCREASED ENGLISH LANGUAGE
PROFICIENCY OF PARENTS AND FAMILY MEMBERS A THE IMPROVED ACADEMIC
ACHIEVEMENT OF CHILDREN ENROLLED IN TITLE VII INSTRUCTIONAL
PROGRAMS.
