This information
collection is approved for use until December 1991. In reporting
the results of this study, OHDS should include a complete
explanation of how the estimates of the incidence of child abuse
and neglect among children who are handicapped and children who
have substance abusing families were derived. In addition, the
report should address the problem of underreporting of cases to
CPS. OHDS is correct in its observation that the validity of the
estimates hinge on the assumption that the proportion of maltreated
children who are handicapped (or from substance abusing families)
is the same among cases not to known to CPS as among CPS
substantiated cases. OHDS should explore the strength of this
assumption by more closely examining other sources of child abuse
reports (police reports, social service institutions, physician
reporting, etc.). In addition, OHDS should assess whether incidents
of child abuse of handicapped children tend to be reported more
often than for other children because handicapped children are
generally more highly monitored (exposure to services and program)
and therefore child abuse is more likely to be identified and
reported.

INTERVIEWS WITH CASE WORKERS AT CHILD
PROTECTIVE SERVICE AGENCIES WILL ASSESS THE INDCIDENCE OF
SUBSTANTIATED MALTREATMENT OF CHILDREN WHO AR HANDICAPPED AND
CHILDREN FROM SUBSTANCE ABUSING FAMILIES. DATA WILL ALSO BE
GATHERED ON SERVICES PROVIDED TO THESE CHILDREN AND THEIR FAMILIES.
