In the final
rule associated with this information collection, ED should address
concerns regarding paperwork requirements that were raised in
public comments and which OMB reasserts. Responses to these
concerns should also be addressed in the paperwork clearance
package associated with that final rule. Major concerns are: 1) ED
should assess the practical utility of current recordkeeping
requirements in Section 690.78, since students who meet financial
obligations to institutions for a given award year may not receive
a Pell Grant check until 15 days after the end of that award year.
2) ED should assess the potential burdens introduced by current
recordkeeping requirements in Section 690.77, since schools that do
no have electronic access to the Department will not receive the
PGI calculated by the Secretary until their students submit a
revised SAR.
