Abstract: THE NOTICE OF PROPOSED RULEMAKING (NPRM) PROPOSES TO REFORM EXISTING REGULATION OF INTERNATIONAL SETTLEMENT ARRANGEMENTS TO MAKE IT EASIER FOR U.S. CARRIERS ENGAGED IN INTERNATIONAL TELECOMMUNICATIONS TO NEGOTIATE LOWER ACCOUNTING RATES.
