Abstract: THESE PROPOSED REGULATIONS WOULD APPLY TO ALL COMMERCIAL FISHING INDUSTRY VESSELS, SEAMEN ON SUCH VESSELS, UNDERWRITERS OF INSURANCE ON SUCH VESSELS. THE INFORMATION REQUIRED TO BE COLLECTED IS MANDATED AND THE INFORMATION REUQIRED TO BE POSTED IS EXPECTED TO REDUCE THE UNACCEPTABLY HIGH RATE OF CASUALTIES.
